Director Corporate Services

To provide administrative and human resource support to departments aimed at improving service delivery and ensuring compliance with prescriptions. To ensure that the strategic objectives of the municipality are achieved whilst complying with all legal provisions.

  • To create an enriching working environment where the optimum of employee capabilities is received as an output so as to ensure and improve upon the delivery of services to the community in a sustainable fashion.
  • To promote sound governance and provide administrative support, and ensure that the applicable legislative mandate is adhered to in terms of sound labour practice.
  • Creation of a reliable system of communication (internal and external), record keeping (hard copy and electronic).
  • Implementation of the Performance Management Framework, inclusive of the signature of performance agreements, ensuring the guidelines to measuring performance are adhered to and further ensuring the participation of the local community in measuring the performance of the municipality as an institution.

Human Resources

Human Resources manages the workforce, Skills Development focuses on employee training and growth, IPMS (Individual Performance Management System) evaluates employee performance, and Legal Services ensures compliance with laws and regulations.

    Manages the process of attracting, selecting, and hiring employees to fill various roles within the municipality.
  • Skills Development
    Focuses on providing employees with the necessary training and development opportunities to enhance their skills and knowledge.
  • Individual Performance Management System
    Facilitates regular performance reviews to assess employee performance and identify areas for improvement. It also provides a framework for evaluating employee performance against established standards and objectives.
  • Legal Services
    Provides legal advice and guidance to the municipality on various legal matters and ensure that the municipality complies with all applicable laws and regulations.

Council Support & Administration

Council support and administration functions encompass tasks like record management, secretarial services for council and committees, publishing notices, and managing municipal buildings. all aimed at ensuring the smooth and efficient operation of the municipality.

  • Record Management
    Includes managing corporate records, both electronic and physical, ensuring efficient access and preservation of information.
  • Secretarial Services
    Provides secretarial support to the council, executive committee, and other committees, including preparing agendas, minutes, and other necessary documentation.
  • Building & Maintenance
    Includes management of municipal buildings located in the following:
    • Main Offices: 57 Shepstone Street.
    • Incubation Centre: 57 Harding Street.
    • Drivers and Learners Testing Centre: 20 Victoria Street.

Information and Communication Technology Unit

ICT Unit is responsible for managing and maintaining of the municipality’s ICT infrastructure, ensuring reliable and secure operation for all municipal services. This includes managing network infrastructure, application servers, and providing ICT support services. The ICT Unit also plays a crucial role in developing and implementing ICT policies, ensuring alignment with municipal strategic goals, and managing ICT risks.

Information Technology unit is primarily responsible for the following functions:

  • Network Infrastructure
    Planning, designing, implementing, managing, and maintaining the municipality's network infrastructure, including servers, file servers, and print servers.
  • ICT Equipment & Software
    Procuring, installing, and repairing all IT equipment and software on behalf of all directorates.
  • Back-End Processing
    Planning, designing, and developing daily, weekly, and monthly back-end processing procedures, including maintenance and backups of all servers.
  • Security & Access Control
    Maintaining and monitoring access to municipal IT facilities and enforcing compliance with IT policies.
