BE Mswane has over 20 years of experience in local government and leads the administration as the Municipal Manager.

The Office of the Municipal Manager is responsible for all aspects of governance, ensuring compliance with statutory requirements, municipal policies, processes, and procedures – namely:

Risk Management

Risk Management coordinates and facilitates risk management processes within the Municipality. This unit ensures that there are policies and procedures in place to enable the implementation of risk management processes. Risk Management assists the Municipality in ensuring that objectives that have been set are achieved within a tolerable degree of residual risks.

Internal Audit

Internal Audit assists the Municipal Manager and the Council to meet their objectives. This function also ensures that internal controls are adequate and effective, helps prevent fraud and abuse, and improves financial and performance management.

Performance Management

Performance Management is responsible for establishing and maintaining a performance management system (PMS) to monitor, review, and improve the implementation of the municipality’s Integrated Development Plan (IDP). Performance Management plays a crucial role in ensuring that the municipality is meeting its goals and targets, and that its services are being delivered efficiently and effectively.

Planning & Development

The Planning and Development Unit is under the Office of the Municipal Manager and its primary role is to lead, manage and direct sustainable development of the municipality through the development of the Integrated Development Plan (IDP), spatial plans, land use management systems and the facilitation of housing development.

The core function of the unit is to ensure that development within the municipality is in line with the legislative requirements through processing development applications, building plans and compliance management.

The sub-units within the Planning and Development Unit includes:

  • Integrated Development Planning (IDP)
  • Town and Regional Planning
  • Environmental Planning and Management
  • Building Control
  • Housing

The combination of these sub-units within the Planning and Development Unit creates opportunities for improving alignment amongst the output functions of the unit and increases the chances of enhancing collaboration in the implementation of development initiatives within the municipality.

Local Economic Development

Local Economic Development (LED) unit is responsible for promoting economic growth and development within its jurisdiction. It focuses on initiatives that create jobs, attract investment, and improve the overall economic well-being of the local community. These units work to link various stakeholders, including local government, the private sector, and community groups, to achieve sustainable economic development.

Communications

Communications is responsible for managing both internal and external communication, ensuring effective engagement with citizens, stakeholders, and the media. This unit plays a crucial role in promoting transparency, building trust, and sharing information about municipal programs and services.

Public Participation

Public Participation is responsible for coordinating and facilitating community engagement in municipal processes and decision-making. This unit ensures that the public has a voice in how their municipality operates and helps to promote accountability and transparency. The unit provides support with the establishment of Ward Committees and provides oversight support to ensure the functionality of Ward Committees.
