Department is responsible for the day to day maintenance and development of the municipality in the areas of cemetery, estates, buildings and building inspectorate, refuse collection, roads storm water maintenance, parks and gardens, mechanical workshops, fleet management and planning and development.

The Richmond Municipality’s Technical Services Department is responsible for providing and maintaining the infrastructure and basic services that support community well-being. This includes managing, roads, storm water, transport infrastructure, street lighting, and electricity projects.
A detailed breakdown of the functions of the Richmond Financial Services Department is provided below:
Project Management Unit (PMU)
• Project Manage MIG Funding and other infrastructure related capital projects
• Co-ordinate project identification up to approval and listing on the municipal IDP
• Ensure the supporting infrastructure master plans pertaining the maintenance of municipal infrastructure assets are implemented accordingly
• Ensuring that project-related capacity building and development objectives are met
• Managing the monitoring database and preparing all necessary reports
• Quality management of all projects
• Administration of Grants
• Mobilizations of funds for Capital projects
• Preparations of Business Plans for Capital Project
Operations and Maintenance
• Routine inspection of the road and storm water network
• Repairs to potholes, sinkholes and road subsidence
• Repair / reinstatement of excavations, trenches and localized failures on roads and sidewalks
• Repair, maintenance and unblocking of storm water drainage systems
• Replacement of missing covers, access lids and bollards
• Repair / replacement of guardrails, handrails and roadside fencing
• Repair / replacement of traffic lines and signs
• Blading, re-gravelling and associated maintenance works on gravel roads
• Stream cleaning and maintenance
• Rails siding maintenance and improvements
• Crack sealing and slurry sealing of roads
• Removal of rubble and sand from the road and road reserve areas
• Upgrading of low volume gravel roads
Landfill Site / Waste Management Unit
• The collection and disposal of waste within the Richmond jurisdictions.
• Organizing waste collection systems, which may include curbside pick-up, drop-off centers, or recycling programs.
• Overseeing the safe disposal of waste through the management of landfills, incineration facilities, or the utilization of advanced waste treatment technologies.
